Part 1: What is CYBHI and How Does It Work?
The Children and Youth Behavioral Health Initiative (CYBHI) is a statewide program created by the California Health & Human Services Agency. It helps connect students (ages 0–25) with school-linked behavioral health services — regardless of insurance status.
Key Program Features:
- Supports school-affiliated providers in delivering services
- Allows services to be billed through a central Fee Schedule
- Covers preventive, early intervention, and treatment services
- Allows billing for students without Medi-Cal (commercial, private, or uninsured)
- Works alongside other programs like LEA BOP but is distinct and more inclusive
As a provider, you’ll document and submit services through the Healthy Campus platform and the platform will automatically generate claims to be sent to the program third party administrator, Carelon Behavioral Health. The system will manage appeals, rejections, and help collect the required information from parents and families.
